No, co-owners are just that and have equal rights. One co-owner may not remove another. If a co-owner voluntarily leaves/quits the account, the joint account will be permanently closed and each co-owner may apply for an individual account.
Both former co-owners are equally responsible for the entire balance due, if any. If the account has any late payments or delinquencies, they be reported for both former co-owners.
