My 3 month old iPhone 13 has an issue where the low volume button is acting like the lock button. I have restarted my phone and same issue- I press low volume button and phone locks (high volume button works )

Troubleshooting Buttons:
It might be a hardware issue, where you set up a repair. But, before making that assertion, try updating your iPhone. You might need to reinstall your iPhone anew, as if you were to sell it. You'd back up what need be (i.e. enable Photos and Contacts in iCloud Settings), and then perform as instructed here, including the iCloud logout, and this backup creation: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support
