How do I recover a sim lockout on an iPhone?

Hopefully, this is a phone that you have had for some time....and not a phone that you have just purchased used.

You call your carrier and ask them what you need to do to restore service.

That might be receiving a new code from your carrier.....which some carriers call a PUK Code

Is this a Used iPhone?

If so, it seems you've been scammed (though a full assumption, on my part). This is the site the person should have used, prior to ridding of it: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. They should have known better.
