You seem to be talking about a carrier lock. If your phone is carrier-locked, only the carrier who holds the lock can release it – if they choose to do so. If, by any chance, the issue is that you were using a SIM PIN and have forgotten it, and cannot now supply the PIN or PUK code the SIM requires, you would again need to contact your carrier.

Neither Apple nor your fellow users in this forum can release any of these types of lock.

Only your carrier can help you with removing a SIM lock. Contact them for any assistance.

What exactly is happening?

Is it asking for a pin to unlock the SIM?

Or is it telling you the iPhone is locked to a specific carrier?

Those are 2 different things.
