Nobody here knows the answer to that.

Based on previous discussions around here, the requirements include using an email-formatted Apple ID and not a mobile-formatted Apple ID, not using a VPN, cannot be an embargoed person or enrolling from an embargoed country or region, and the Apple ID needs to have an associated and established major payment card.

Developers in India can enroll only via the Developer app, too.

You could try asking Apple Developer support: Support - Apple Developer

But you’re going to need to pursue this with Apple.

Here, I would suspect it’s the payment method.

Apple seems to only allow payments for the developer program using major credit cards. There are many alternative payment systems all over the world. Apple doesn't accept those. This seems to be an anti-fraud measure.

Just find the most expensive bank in Nigeria that no normal person would ever use. Get a credit card from this bank. It must be a "credit card" - not a debit card or anything fancy like that. Maybe that will work. No guarantees though.
