You need to contact your bank via phone and get the block removed and verify the contact information they have on file is correct. Your bank may have an old email, old phone number or a landline even. That would also help explain the too many request error.

But you still have to enter CVV. After entering CVV. iPhone sends a signal to bank, encrypted card data is sent. Bank sends verification request that shows partial ID of method, last 2 numbers of cell phone that bank has on record. Bank information is used, not iPhone data. If bank has wrong contact data, text verification will not be received by iPhone and verification fails.
Any error message is from the bank. I’ve never seen or heard of > too many codes requested <. The bank should know what it means.
Are you in Bulgaria now? Is your region on your iPhone set correctly? Are you behind a VPN?
Deleting the Wallet app will clear the card. Are you trying to add it as a new card, or previous card and just verifying with 3 digit CVV.
Called them, they said the card is not blocked, reinstalled their App, it only works when adding the card through their app, and still getting the same error. Is there anyway to clear the Wallet app completely. I tried reinstalling the Wallet app, also tried logging off Apple ID and loggin in again... I can remove and add one of the cards as much as I want and it works and doesn't verify at all, the other one from the same bank wants to be verified and is unable...
Yes, yes, no VPN, on my older Iphone they were both working for years. This happened when I tried to add them to the new phone, I might have messed up something initially for that card when adding it to the new device, I want to clear everything and start it from the begining but it seems that the Wallet app recognises this card and treats it differently to the others...
yes it wants to verify the card with text message, not by CVV and i dont have any option to select something else for verification method. And yes it fails with "too many codes requested"
Wont any previous settings or configs of the wallet be stored in Icloud, so when reinstalling it applies them again or they may not be stored on my device...
The contact information is correct, I get only send SMS verification option, I will try calling them thanks!

What device and what iOS is it on? What country or region are you in? What bank issued the card you can’t add to Wallet?
14 pro iOS 16.5.1 (c). Country - Bulgaria , bank UBB

So it appears in Previous Cards and you’re entering CVV and the verification fails with the message > too many codes requested <, is that correct?
