I have tried numerous brands of batteries for my AirTag that I purchased after the battery was dying. They all keep reading as low battery after an hour of use. Is it maybe an AirTag malfunction?

Of course, anything is possible. How long have you had this AirTag? The original battery should last approx. one year before requiring replacement.
In case, you were not aware, a replacement battery must not have a bitterant coating. These are known to be problematic with the AirTags. Unfortunately, most batteries sold today have this coating to discourage them from being swallowed. You will have to examine the battery packaging to verify if it does or not.
If you are sure that they are not, then it is still possible that you have a defective AirTag. If you purchased it within a year's timeframe, you may be able to get a replacement for little or no cost to you ... but it will require an Apple Technician to examine it to verify that it is truly a manufacturing defect.
