Is the original soundtrack (original audio language) always available for any region?

No. Some countries have just dubbed audio tracks available for select movie titles (often countries where dubbing is very common). In general, each country has their own catalog with language support as decided for by the supplying studio.
Some movies and TV shows in select countries may have different language support as separate Store items (often countries with multiple main languages, such as Canada, Switzerland). Buy the correct edition, as you will have access to only the purchased edition.
Content intended for younger audiences is also often dubbed for primary language.
Some supplying studios are often much more generous with audio tracks than other studios. E.g. clearly Warner Bros has a different policy than Universal.
In conclusion: it depends.
