I setup the apple watch 7 for my family member from my iphone 12. after setup i do not see sleep app in watch. i see in the forum that the reason is i have sleep app in iphone, which is completely ridiculous. When i setup the watch for a family member, it should be independent from my iphone settings. is there a way to see apple sleep app in the watch 7

I think you will find all these use an individual (personal) Apple ID to track their data so they won't work on a Family Setup.

Please refer to the part I quoted from the Family Setup document. It says Sleep is not available and that is all there is to say about it. If you want sleep tracking you can't use Family Setup, the watch MUST be paired to its own dedicated iPhone.
As I said above, most or all of the unavailable functions need the watch to be paired to its own iPhone, and on its own Apple ID. These are mostly health related functions, and the user's privacy and security are paramount.
I have created separate personal apple id for my family and i used that apple id only to setup watch. But i cannot see few apps in watch like sleep and ecg
