I just upgraded from a Ipad 5th Gen to a 9th Gen do I have to switch out the sim card?

As the SIM card relates to (and enables) your Cellular service plan, you’ll need to move the SIM from your old to new iPad:

Remove or switch the SIM card in your iPad - Apple Support
