ipad air 5 does not lock when cover is closed
Any ideas why?

Not all third-party cases/covers include the embedded magnet that operates the iPad’s magnetic sensor that detects closure of the cover.
For cases/covers that do include the required magnet, ensure that the lock feature is enabled in iPad settings:
Settings > Display & Brightness > Lock/Unlock - set to ON
