See the pic below, Probably you have 4 Digit passcode set on your device so the option given to you is 6 Digit
I am on iOS 16.5.1 (c) iPhone 12 Pro. In my case, it gives a 4 Digit Passcode option because, I guess, I have a 6-digit passcode set. Please see the pic below.

Really? I still use a 4 digit passcode. And can select that option if I choose to change the passcode.
In general, if its not an option in the menu, its either because its already selected, or as Lawrence points out, its disallowed by a School or business profile normally via an Exchange email account.

I just checked. I can change my passcode to 4 digits.
However, if the phone has a company or school email account on it then 4 digit passcodes can be disabled by the business IT department.
My second guess is since I had devices iPhone 3GS, 4S, 5, 6, and 7 earlier with the same Apple ID which I am using now, on my iPhone 12 Pro, which had 4-digit Passcodes. The old devices are still on my Apple ID except iPhone 7 which got stolen.
When you use the same Apple ID on the new devices it asks for the Old Passcode confirmation to authenticate you and my earlier devices had 4-digit Passcodes hence the option still exists.

I’m going to add my “me too” to your post.

Interesting. I didn't bother to look since pretty much all such questions I've seen answered here for the past few years say you can no longer use a 4 digit passcode. Obviously, that isn't true.
Don't understand why they keep propagating that mistaken idea. 🤷🏻♂️
