Try force restarting the phone. Force restart iPhone - Apple Support

If that does not work, water and iPhones don't mix. You will need to contact Apple Support for service. Use the Support link at the bottom of the page here, or if you have an Apple Store close by, you can make a Genius Bar appointment. Genius Bar Reservation and Apple Support Options - Apple
