won't let me log in to media & purchases

In settings, I click on my name at the top, takes me to my Apple ID and when I try to tap on the App Store icon showing media and purchases nine out of 10 times it does not log me in it just defaults back to "off". Any guidance is much appreciated! Ty ~ Jennifer Sullivan
