pages template for captioned pictures

What is the best template to start with? I want to make a document that has a cooking recipe that has a lot of pictures for people who have had a stroke. I want a picture of each of the ingredients measured out, with a caption of what it is, and then for each of the steps in the directions I will have two pictures, before and after. I am not familiar with pictures in word processing, so I don't understand how I can keep the pictures in the right spot when I adjust the text or when trying to keep items on the same page. None of the standard templates seem helpful for this type of project. Is there a good tutorial on this type of document? I have the text and I see how to insert the picture, but am frustrated with everything moving around while inserting the picture.

Start with a blank template. Recent versions of Pages allow you to insert a picture, and then assign a user selectable title and/or caption to that picture. When you add a picture to existing text, whether by drag and drop, or from the Media tool in Pages, you will need to visit the Arrange panel on the right, and set the Text Wrap to either None, or one of the other choices to allow existing text to flow around the image.

Additionally, you can assign descriptive text to the image so that asssistive technology such as Apple's VoiceOver can read that description as it encounters the image in a document.

Here is an example of an image that I dropped on Pages v13.1 and then assigned a title and caption to it.
