It's not clear exactly what you're trying to do. You can set your iPhone to whatever time you want by going to Settings>General>Date & Time and turning off "Set Automatically". You will then be able to adjust the time zone, time, and date.

Note that changing the date to something other than the current date can have unexpected consequences with certain apps and services.

I don't think that is required unless you want to mislead others. I strongly advise against using any application that intentionally manipulates the time displayed, as it can have serious consequences. Especially during emergencies, relying on such an app can hinder your loved ones' ability to locate you and provide necessary assistance.
