Am I able to use Apple Pay without using Face ID?

Yes, it is possible, try this:

Go to -> Settings -> Face ID & Passcode -> enter your Passcode -> Touch ID & Passcode.

In USE FACE ID FOR section, tap any of the following to turn On or Off 

Select Wallet & Apple Pay -> turn it Off

Then you can set Auto-Lock to Never, before you use Apple Pay.
