Are you on Mac or iPhone/iPad?
On Mac / macOS, the best way is probably putting them into Tab Groups.
On iPhone/iPad your previous session should remain unless you either closed them yourself or have a setting that removes them for you.
My best recommendation would be using Tab Groups. These will sync across all of your Apple devices and allow you to categorize your tabs into specific groups/sections.

Your tabs shouldn't be closing then unless you close them yourself. Please check this:
Manually is selected but I don’t close them, safari just opens a new blank tab each time it’s opened instead of letting view the last tab I was on
