are safari tabs lost when Safari is closed. I usually close Safari at night. Does doing so cause my open tabs to close. I have settings set to" manual"

Tabs are not lost when closing Safari on iOS. I typically leave a few tabs opened in Safari and they are always there when I return, even after force quitting Safari, or even a device reboot.
I would recommend the settings:
Settings > Apps > Safari > Tabs - "Close Tabs": Manually
Settings > [your Apple account] > iCloud > See All > Safari (enabled)
You can go to Settings -> General, and select All windows from last session in the "Safari opens with" option. This will ensure your tabs are preserved even if you close Safari.
