HP Windows 11 laptop Wi-Fi will not see iPhone 12 hotspot unless "Person Hotspot" switch is toggled off / on

I have an HP laptop with Windows 11 that I want connect to my iPhone 12 personal Hotspot. My personal Hotspot is always On. To recognize the personal Hotspot it requires me to toggle the iPhone 12 personal Hotspot switch Off / On for the iPhone to show up in the list of wireless connection options . As soon as I toggle the iPhone Hotspot switch it immediately recognizes and shows the iPhone Hotspot in the list of Wireless connection options. Shouldn't it just see the hotspot and connect without having to toggle the personal hotspot switch On / Off? Is this a known Windows 11 issue or an iPhone 12 issue or both?
