I cannot add my personal e-mail to icloud account

I cannot add my personal e-mail to icloud account. I wasnt sure how does it work so i've created 2 accounts - one with icloud email, and other with my personal. I just deleted the personal e-mail account but still i cannot add it on my icloud ID.

Do i have to wait like 3 weeks or so to get an answer from the admin that the account is fully deleted?
