Cannot connect to the App Store on MacBook Pro 2012

Cannot connect to the App Store message. I repaired the disk in disk utility, I am able to open up a website, but I’m not signed in to my iCloud account. Is that necessary?

MacBook Pro 13″, macOS 10.15
