Safari website open

Under Safari > settings > websites it shows websites that are currently open.

But two of the websites it says are open are not open at all. And I can't remove them because they are currently in use. But these website pages are clearly not open. How do I remove them? How do I clear this false list of websites that are not open?

My problem is not that the website is not opening, it is that it appears to be open when it is not. Under Safari settings website, it indicates all the open website pages. This website page is not open yet. It still appears in the settings. Why is that? How do I remove it? Even if I highlight it, it does not give me the opportunity to remove it.
