Can’t receive nor send the SMS when aboard

my BF has a problem with his phone. He can’t receive any messages nor send the messages though he has enough credit and roaming plan. could you please help us?

I got a new SIM and now I can’t send SMS So I moved countries, and of course what comes with that is getting a new SIM card, so I got a new SIM and paid for a plan, but I can’t send SMS messages, I’ve already tried troubleshooting by resetting network settings, turning iMessage on and off, updating the IOS, turning the phone off, and making sure the phone number is selected for send and receive. It is not the SIM or the plan because when I put the card in my sister’s android phone it worked fine.

Issues with sending messages on iPhone I recently switched carriers and I'm noticing something strange with sending messages that wasn't happening before. I can receive messages just fine, but when I send them out, the recipient receives it just fine, but on my end it says that the message is "not delivered" or I get a "Message Send Error" after about a minute. I've tried send message to myself, and the same issue occurs (I receive it immediately, then the "not delivered" error shows up). I've already asked support for my carrier and they said it might have something to do with my phone's settings. I have an iPhone 11 on iOS 18.1.1. Any help would be appreciated.

You may not have an SMS plan (Domestic & International) enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS services.
