I got a new SIM and now I can’t send SMS

So I moved countries, and of course what comes with that is getting a new SIM card, so I got a new SIM and paid for a plan, but I can’t send SMS messages, I’ve already tried troubleshooting by resetting network settings, turning iMessage on and off, updating the IOS, turning the phone off, and making sure the phone number is selected for send and receive. It is not the SIM or the plan because when I put the card in my sister’s android phone it worked fine.

Did you already check for any available carrier updates?

Manually update your carrier settings on your iPhone or iPad - Apple Support


Setting the phone back to factory settings with your new SIM inserted will make sure, that all needed carrier settings and other data is downloaded as well:

Restore your iPhone, iPad or iPod touch to factory settings
