I have 4 TB of storage in iCloud
But I'm having trouble finding a lot of my documents and photos. Not sure how to make the most of iCloud.

Seems iCloud is mainly for sync of files, in order to make them all available across various devices.

If you delete a synced item from iCloud, or from a device, it is deleted everywhere that is in sync.
