I have 4 TB of storage in iCloud
But I'm having trouble finding a lot of my documents and photos. Not sure how to make the most of iCloud.

Seems iCloud is mainly for sync of files, in order to make them all available across various devices.
Apple support have articles online (links below) that may help:
Manage your photo and video storage - Apple Support
Find out how much iCloud storage you need for your Photos Library on your Mac - Apple Support
Change which apps sync and store data with iCloud - Apple Support
If you delete a synced item from iCloud, or from a device, it is deleted everywhere that is in sync.
Archive or make copies of the information you store in iCloud - Apple Support
There's an online User Guide, (or you can download a copy to the Books app):
iCloud User Guide - Apple Support : (Click the Table of contents on the Welcome page, to see what's included)
How to: Get more help with iCloud - Apple Support
