is there really no way besides going to window > merge all windows to combine seperate windows in safari?

ive tried dragging the window into the tab section of the other window on safari but that doesnt do a thing, unlike chrome where the window you're dragging will snap into the window you're dragging it to. this is a super basic feature imo, does safari really not have that? if not im switching to chrome lol. thanks all.

Open Safari with previous tabs New here. I want safari to open with the tabs that were open during the last session. I went to safari>settings and chose "All windows from last session" for "Safari opens with" I thought that would do it. But nope.
