Is it possible to change the keyboard shortcut for scrolling up and down on MacOS 13.4.1?

The default keyboard shortcut for scrolling are the up and down arrows. But when I'm watching YouTube, the up and down arrows will frequently adjust the volume of the video instead of scrolling, which is incredibly annoying. I would like to make it so that I can scroll up and down with other keys, instead of the up and down arrows. Sorry if this sounded confusing. I tried to figure this out through Google and other sites for over an hour and still can't find a single way to do this.

I am using Google Chrome. If you click anywhere ON the video with your cursor, then you press the up and down arrows, that should adjust the volume of the video. But if you click anywhere outside the video, then the up and down arrows will scroll through the page. This is very annoying, because whenever I want to use the up and down arrows to scroll through the page, I have to click a random spot outside of the video for that to work.
