Blue Ring around Contacts picture

Why can’t apple explain the blue ring that seems to randomly appear around friends profile picture in when viewing their location on the map? I’ve been curious for almost 5 years. I’ve seen several questions about it. They all get locked out without ever receiving a good answer. Recently I’ve seen the Me Too numbers over 1,000 on several different questions asking about it. One Me Too number was over 2,300.

can someone please explain this? Please do explain the faded blue circle showing approximate location. That's not what I'm talking about. See attached screenshots. One is normal and one has the blue ring.

Live: Green Pulse indicates Live feed from the device (User may be active or maybe not)

Now: Blue Ring indicates the device was last located here but currently may not be connected to the internet.

Live Status: When a person or device shows a "Live" status, it means that their location is being actively shared in real time. This can be useful, for example, if you're trying to meet up with someone and want to track their movement on the map.
Now Status: The "Now" status indicates that the person or device's location was recently updated. It means that their location information was refreshed at some point, but it may not be in real-time. The exact time of the last location update may vary.
