iMessage vs text

I noticed that sometimes when you send an iMessage it still says iMessage in the text window. And other times it doesn't say that at all. Does it mean the recipients phone is off or does it mean you're blocked? What causes is the difference?

Text messages are SMS messages through your carrier and only can be sent via cellular. iMessage is through Apple and can be sent through wifi or cellular.
