You need a Mac that can run Mojave to be able to download it...see if you can pull yje old one out of the trash & do the date thing... otherwise...
Start up from macOS Recovery
Option-⌘-R
Upgrade to the latest macOS compatible with your Mac.
APFS won't work for Sierra, Sierra needs MacOS Extended Journaled. High Sierra won't work for APFS on earlier Macs.
What has often worked for others is to use this Restore Method instead of CMD+r keys...

The system download was defective and would not install. On the download page, the download button had changed to "open," which prevents any further downloads. You make it impossible to download the system a second time. This is obviously something that needs to be examined and fixed.

Naw, it's not damaged, it's just that you have an old copy already in Applications, there are 2 cures...
If you’re short of bandwidth or data… Disconnect from the Internet & set the Date back to 2014, then you can run the Install MacsOS Mohave App in Applications, so expired Certificates are not expired.
Found and deleted past downloads of Mojave installers. On the download page, the download button is blank, just solid grey. Your site will not allow me to download another copy of Mojave. For the last two days I keep encountering one obstruction after another. Your download site doesn't seem to be the least bit user friendly. I still don't know what to do.

I need to download a copy of Mojave on a computer running Ventura to install on another computer. The download button is blank. I still don't know what to do. Why do you make this so difficult?
It's not me making it so difficult, & I as another user have no idea why Apple has gone to this.
Why no recovery, are you maybe trying with aWireless KB? If so you need a cheap[ Wired USB mouse to get into one of the RestoreModes.
Why not? What does it do or say when you try?
It says "Open" because the "install macOS Mojave" file is still in the Applications folder. Delete it and try downloading it again while in Safe Mode.
I thought of that too. I'm absolutely sure that I had completely deleted the defective software. I can't find it now. But I'll keep trying. Where would it be?
Assuming you downloaded "Install macOS Mojave", as I mentioned, it would be in the Applications folder.
