Changing tab groups order in Safari in Mac and iPad is not permanent.

How do I keep the changed order permanent? They always revert back to the order of creation, that is, new ones at the top of the list. But that is not my priority order anymore. Yes, I have a solution as long as all devices are linked by the same Apple ID. Changing tab groups order in iPhone will propagate to Mac and iPad. But, of course, it does not work for Mac and iPad if they are not linked by the same Apple ID.

I have noticed a related problem.

My tab groups mostly persist and retain the placement and order that I arrange them in. However one of them keeps moving. I move it to the top and it keeps returning to the middle.

I've turned off iCloud sync on all devices and it continues to do this just on macOS. So I wonder if tab group ordering is successfully persistent for any users or if everyone has this issue.
