You don't simply copy, you literally burn the files onto the disk.
I use app Burn with good success: https://burn-osx.sourceforge.io/Pages/English/home.html
My favorite tool is DVDFab DVD Copy, which can copy a DVD to another blank disc and convert the DVD to an ISO file for permanent storage.
like ku4hx, I also have had a good experience using Burn. it is a good app and it is totally free.
Note that if you want to author a new home DVD-Video disc (not just duplicate an existing one), you'll need third-party software of some sort.
iDVD was a great application for authoring home video discs, but sadly, Apple killed it, instead of maintaining it and expanding it to do both DVD-Video and Blu-Ray-Video authoring.
