Apple Music without subscription

I’ve imported many of my old CDs on my Mac in the Music app. They all appear in the music library alongside the previous purchases done in itunes.

The Music app on my Mac is logged in with my Apple iCloud account.

But I can’t see or find the Music app on my ICloud account. And therefore I can’t manage to sync Music on iCloud and to be able to play my music on my phone.

My question is: can’t I do that without an Apple Music subscription?
