fix "support.apple.com/mac/restore" without a second mac. I am in a rural area and couldn't find another Mac. I don't know what kind of remedy is. Can we fix the issue without another Mac or do I need to buy another Mac to fix this one? Primitive! Absolutely Primitive!

My Mac is stuck on support.apple.com/mac/restore and I just want to fix the issue. Tried to see start up options and couldn't load the start up options despite it keeps saying "Loading startup options...".
What exactly are you attempting to do?
