No. Resetting the iPad, or restoring to factory settings, will not disable Find My iPad or the associated Activation Lock. Unless deliberately/manually disabled, both will remain active.
While active, you will need to enter your current AppleID and associated Password after the reset/restore process. This is theft prevention measure.
You only need to manually disable Find My iPad, prior to reset/restore, if you intend to setup the iPad with a different AppleID - such as when giving away the device to someone else, or when preparing for a repair.

No. You can't restore it with find my turned on. It will require you to toggle that off before you can restore.
