iPhone 11 keeps shutting down for no apparent reason , then will not start again for a while.

First, make sure your iPhone software is fully updated as updates help by installing bug fixes and include security updates too. The current version is iOS 16.5.1(c) To see what you have installed tap Settings > General > About. If an update is needed, back up first: Update your iPhone or iPad - Apple Support
In addition to ensuring you're updated, what do you show for the Maximum Capacity for your iPhone battery? To check, tap Settings > Battery > Battery Health. If you have lower battery health, it can cause the issue you're having.
