When I travel internationally, I put my phone in airplane mode. Sometimes, when there is a software upgrade overnight, the phone takes itself out of airplane mode and then ATT charges me for an international day pass. Is this a collusion between Apple and ATT to defraud customers or just a glitch in certain software updates?

Do you have Automatic Updates enabled on your phone?
Settings > General > Software Update > Automatic Updates.
If you do, turn the setting "Off"

Thanks for the reply. Even if I do the update manually, at the end, it takes the phone out of airplane mode sometimes, depending on the update.
I can't help on things that happen "sometimes", because I cannot duplicate the issue to find a solution. Perhaps another user might be able to help on this.
