I placed my iPad in airplane mode and proceeded to scan the same spot of the iPad with an RF signal detector, multiple times and within multiple settings. I also turned the iPad off and scanned the same spot from multiple locations. This was done to increase validity. But even in spite of this, the same part of the iPad set off my bug detector EVERY time. Does spyware exist on iPads in airplane mode?

Unless heavily screened, all electronic devices emit low level RF radiation. Your “bug detector” will likely be a broadband receiver (i.e., non selective) and very unsophisticated device.

With Airplane mode enabled, it is possible to disable just the Cellular radio - while leaving the WiFi and/or Bluetooth radio’s active. Even with all radio interfaces disabled, the Bluetooth radio may still be active - as the Find My Network function will periodically exchange beacon data with other Apple devices in close proximity (~10m/30’) of the iPad.
