Can’t create “New Folder”
The “New Folder” is grayed out and also can’t use shortcut. Can create new folder on Home Screen though.

A bit of an explanation. When you click on a tag in the Finder sidebar, a search is done to locate all the files with that tag. They could be spread over different directories on the drive. You can't create a new folder in the search result because the Finder would have no idea what directory the folder should be created in.

I have the same thing happening now, how did you get that resolved?

No, you create the folder in the right place. You can add a Tag if you want. The tag is irrelevant as to the location of the folder.
You have one of the Tags selected. You can't create a folder in the search result.
