Are you surprised that HP does not make printer drivers for new printers that magically work on five-year old, unsupported operating systems. The current version of HP Smart in the Mac App Store requires macOS 10.15 (Catalina) or later, and the oldest drivers HP offers is for macOS Mojave (10.14).
This multi is supported by Apple's built-in AirPrint and you may get it working on High Sierra by networking the device, resetting the print system to re-add the device using either of default or AirPrint. Then, you will need to try Apple's Image Capture to see if scanning support is available.
This device is supported by the optional, paid (free trial) VueScan Professional scanning software without need for any HP or Apple software.
