If changing your settings isnt working then you may consider resetting your settings. This should not reset your data, just put your settings back to there defaults
General> Reset> Reset All settings
you may have to redo the rest of your settings but you may consider, if darkmode not turning off is a big problem
from there you can redo all your settings and see dark mode not acting up anymore (hopefully)

Go to Settings, then tap Display & Brightness. Select Dark to turn ON Light Mode. To turn Dark Mode on and off in Control Center:.
Disable Automatic on the same screen
Use Dark Mode on your iPhone and iPad
Just tell Siri to turn it off.
