my iPhone 7 phone app is stuck in dark mode

Only the phone app is affected. The background is black and some letters are a bright green color. I have dark mode turned off in every setting I know of.

I shut the iPhone off and back on.

How do I fix this?

I've tried to follow any suggestions that I've found here in the Community Forum, to no avail, including closing apps, resetting the phone (quick press Volume UP, quick press Volume down, hold button on right of phone 20 seconds until apple startup icon appears, etc.). I found the problem-

Accessibility-General-Per App Settings..

Phone was an added item with it’s own settings!
