General rule is that the version of macOS that comes pre-installed, is the oldest macOS version that will run on that hardware.
The only exception is if Apple is still making the exact same hardware model over several years, but the same model purchased the 2nd year will come with the latest macOS, but if the hardware has not changed from the year it was first released, it will run the older macOS.
Your footer, says "Mac Studio (2023)" so I'm assuming you purchased an M2 based Mac Studio, and that will only run Ventura.
If it came with Ventura installed, you can't.
You may be able to run Monterey as a guest operating system in a Virtual machine such as VMware or Parallel's Desktop via respective subscription. Personally, I would keep the guest on a fast external USB-C 3.2 Gen 2 drive.
