Can not change apple ID to an icloud email account.

We are changing providers and so I needed to setup some icloud emaiI accounts for me and my wife. Then I changed to apple id to the new accounts. This worked fine for my new account, however the one for my wife is not accepted. The following message appears

Apple ID error:

This email address cannot be used as an Apple ID at this time.

I don't know why the icloud email account is not accepted and I don't find any options for delete the icloud email account for my wife and selecting another one.

Any ideas?

See this excerpt from this Apple knowledge base article

Change your Apple ID - Apple Support

If you try to change your Apple ID to an @icloud.com email address that was created within the last 30 days, you will be asked to try again later.

So if you've created the @iCloud.com address less then 30 days ago, you cannot use it as an Apple ID right now

Oh yeah... guess I'll have to wait 30 days before changing the apple id to what I originally planned.

Actually I saw this, but couldn't understand because my id could be changed... but after thinking about it... that's because my icloud mail account was created a long time ago... but I didn't use it.
