Bank accounts are not managed on Apple Wallet --do so on your bank's site. If you are asking about how to add a card, then you need to first set up Apple Pay, and then add the card.

You can add through your iCloud settings, under you get the payment and shipping. You can proceed.

to use wallet, you’ll link your card to wallet to activate online banking with Apple.
