Can restart of the iPhone help the cellular data problem?
I cannot use cellular data, so I was wondering if I restart my phone it may reset my phone because it was working fine all day until this night

No, it will not help. You must contact Apple Support as mentioned here: If you see a Cellular, Ultra Wideband, or Apple Pay Issue message after an iOS update or restart - Apple Support.

Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

That is not how you access the Airplane Mode. Airplane mode is accessed through the Control Center:

I do not see “Airplane Mode” in Settings > General. Please elaborate for the OP, if mine and TheLittle’s instructions are incorrect.
