The magic mouse loses swipe and scroll functionality out of nowhere yet continues to work in other applications (Safari, Outlook, Gmail, etc.

Thanks for using Apple Support Communities. Software updates were recently released to macOS 13.6. Take a moment to back up your Mac, then update the software to see if that helps with the mouse issue in the Mail application: Update macOS on Mac - Apple Support
If the behavior continues after updating, test to see if the same thing happens in another user account. This can let us know if the behavior is system-wide or only within your account: Add a user or group on Mac - Apple Support
