Screentime wont work

Here are 3 scenarios known by most kids that bypass App Limits and can be solved by:

• Go to Screen Time > Contents & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps. Shut this setting off along with the one named Installing Apps in the same location. If a child is allowed to delete an App, then the limits set for it are deleted also, they will then redownload the app and be able to use it without limits until they are set up again. Not allowing these actions will eliminate the problem if this is what your child is doing.
• Go to Screen Time > Content & Privacy Restrictions > Content Restrictions > Screen Recording. Shut this off. Kids can start screen recording and then have you type the Passcode, they will then be able to view what you typed and change any setting they want. You can tell if your screen is recording if the time on top has a red border around it.
• Go to Screen Time > Content & Privacy Restrictions > Account Changes. Shut this off to prevent any changes to the time zone used, which could change the time on the phone and increase the amount of time they can use the app.

My problem is that nothing is saving. I will create limits, adjust some settings, and a few other things, but when I back out and re-enter screen time, nothing will save.
