If the phone won’t accept a SIM card because the phone is still locked to a previous carrier, then that previous carrier will have to unlock the phone first. They are usually willing to do so after the original contract period is over, and sometimes require that their last contract subscriber makes this request (i.e. not a different person that has this phone now). The phone manufacturer can’t help you with this. Contact the previously used carrier instead.
